Hon Joseph Kirui Limo
Hon Limo prior to his appointment to be Chairperson of GRA has had several experiences in Finance, Audit and Risk management in Unilever as well as Political experience as Member of Parliament for Kipkelion East Constituency for 10 years.
In Parliament he Served as a Chairperson for Finance and National planning as well as Budget and Appropriation committee.
He is known as an officer with strict bias for action, social influencer and very experienced in effective and efficient use of Resources.
Peter M. Karimi
Mr. Karimi is a seasoned executive with close to two decades of leadership experience spanning the gaming industry, telecommunications, mobile technology, payment systems, and digital services. He has held senior leadership positions and successfully led cross-functional teams across more than 15 African markets, gaining extensive expertise in commercial strategy, stakeholder engagement, business development, IT strategy, and organizational leadership.
Most recently, he served as Chief Executive Officer of a technology company specializing in the development of innovative products and platforms within the financial services sector. Prior to this, he held senior regional leadership roles at Société BIC and Nokia International.
Mr. Karimi holds a Bachelor of Commerce degree from Strathmore University and is also an alumnus of the University of Stellenbosch.
Emma Mbugua
Emma Mbugua serves on the Board of Directors of the Gambling Regulatory Authority of Kenya, where she provides strategic oversight on human resource management, governance, and organizational performance. She ensures alignment of institutional frameworks with regulatory mandates and national objectives.
She brings prior experience as Vice Chairperson of the Nakuru County Assembly Committee on Youth, Gender, Labour, and Social Welfare, where she contributed to policy oversight and stakeholder engagement and contributed to two landmark legislations; Nakuru County PWD Fund and Nakuru County PWD Act. Her role integrates governance expertise with effective decision-making and sustainable public sector outcomes.
ERIC KORIR FKISM
Eric Korir, is a results-orientated Procurement and Supply Chain Management Leader with over 25 years’ experience in public and private sector procurement and supply chain management with a strategic overview and an analytical knowledge of local and global context.
Currently he is the Director, of Public Procurement at the National Treasury handling policy, research, legal and technical matters in the public-sector procurement for both national and county governments. He is responsible for facilitating implementation of the Government Electronic Procurement System (eGP) and Affirmative Program of Access to Government Procurement Opportunities for the vulnerable (AGPO).
Eric holds a Bachelor of Arts degree from the University of Nairobi, a Master of Business Administration in Strategic Management from Moi University and a Diploma in Supply Chain Management from the Chartered Institute of Purchasing and Supply (UK).
He is a member of the Chartered Institute of Purchasing and Supply (UK), the Institute of Transport and Logistics and a Fellow Kenya Institute of Supply Management (FKISM).
Anne Deraso Illo

Anne Deraso Illo is an accomplished governance and risk management expert with over 10 years of senior experience in the Kenyan public sector. She holds a Master of Science in Finance and a Bachelor of Commerce (Finance Option), and is a Member of the Institute of Certified Public Accountants of Kenya (ICPAK) and a Member of the Institute of Internal Auditors (IIA).
Specializing in enterprise risk management, internal auditing, business continuity planning, information security, and anti-bribery & corruption frameworks, Anne has a proven track record in identifying, assessing, and mitigating strategic, operational, compliance, and financial risks. Her expertise has enabled the successful design and implementation of robust control systems that safeguard public assets, enhance organizational resilience, and ensure adherence to national laws and international standards.
She provides financial and governance oversight to the Gambling Regulatory Authority of Kenya, focusing on regulatory compliance, consumer protection, responsible gambling, licensing integrity, AML/CFT, and sound financial risk management in line with the Gambling Control Act, 2025 and the Mwongozo Code.
Valerie Angela Akinyi Lamosi

A seasoned policy specialist and technical advisor, she brings extensive experience in public policy, devolved governance, and inclusive development. She has a proven track record in supporting sub-national governments to design and implement responsive and sustainable governance systems, strengthen intergovernmental coordination, and deliver high-impact, people-centered programs. Currently representing the Council of Governors, she holds a Bachelor’s degree in International Relations and a Master’s degree in Women’s Leadership and Governance, complemented by professional expertise in project management, positioning her as a dynamic leader committed to driving equitable and transformative public service outcomes.
Fredrick Odumo Nying’uro
Chairperson, Legal, Regulatory Compliance and Licensing Committee of the Board of Directors
Fredrick Nying’uro is an Advocate of the High Court of Kenya. He holds a Postgraduate Diploma in Law from the Kenya School of Law (ATP) and a Master of Laws (LL.M) from the University of Salford, Manchester, UK. Mr. Nying’uro is also a Certified Mediator (MTI) and is admitted as Defence Counsel at the International Criminal Court (ICC).
Mr. Nying’uro has over 12 years of experience in both private practice and public service, including roles within the Judiciary of Kenya and the Commission on Administrative Justice (CAJ). In these capacities, he has provided technical legal advisory services and has significantly contributed to legislative reforms, policy development, institutional reforms, and the promotion of the rule of law, constitutionalism, and democratic governance within Kenya’s justice sector.
His extensive experience, knowledge, and skills as a legal practitioner have been instrumental in advancing jurisprudence, particularly in the areas of electoral law, administrative law, and constitutional law. His work continues to contribute to the growth and positive development of the justice sector.
MWITA CLINTON OWAGA, HSC, OGW, MBS.

Mwita Clinton Owaga, HSC, OGW, MBS, is an Advocate of the High Court of Kenya and an accomplished public sector legal practitioner with over ten years’ experience in Government. He currently serves as the Chief of Staff and Head of the Executive Secretariat in the Office of the Attorney General, having previously held senior strategic roles at the Executive Office of the President. His expertise spans legal affairs, governance, and public entities oversight, with a proven track record in coordinating high- level multi-agency frameworks, supporting presidential taskforces and commissions, and contributing to international governance initiatives, including the IMF Governance Review Programme.
He holds a Bachelor of Laws degree from JKUAT, a Diploma in Law from the Kenya School of Law, and is currently pursuing a Master of Laws at the University of East London. In recognition of his distinguished public service, he has been awarded the Head of State Commendation (HSC), Order of the Grand Warrior (OGW), and Moran of the Burning Spear (MBS), among other honours.
MR. TOM NYAMORATA, EBS, OGW, HSC

Mr. Tom Nyamorata is Secretary Administration in the Executive Office of the President.He holds a Master’s Degree in Strategic Management from Jomo Kenyatta University of Agriculture and Technology and a Bachelor’s Degree in Development Studies from the University of Nairobi. In addition, he has a Diploma in Public Administration from Kenya School of Government and another Diploma in Applied Statistics from the Technical University of Kenya (formerly Kenya Polytechnic).
In his long public service career, he has been instrumental in the establishment of various institutions in the areas of governance and security. In addition, he is an astute philanthropist who has assisted many young people to pursue higher education through the Gesarate Development Association, where he is the Patron.
